Mr. Carney joined Hulberg and Associates in San Jose in 1984. He began his appraisal career in 1978 in San Diego. He has developed extensive experience in assignments throughout California, including in metropolitan and rural areas of Northern and Southern California, of the Central Valley, and of the California Central Coast.
His experience includes consulting and valuation of complex and non-complex commercial, industrial, residential, agricultural and open space properties; sensitive environmental and habitat properties, such as wetlands and endangered species habitats, and mitigation lands and banks; maritime and port properties; operating and abandoned rights-of-way corridors, including vacated public roads, and operating and abandoned railroad and utility corridors; all types of easement and license rights, and Transfer Density Rights (TDRs); among other property types.
Mr. Carney is a frequent lecturer and speaker on real estate appraisal topics, including on topics presented for continuing education to professional organizations such as the Appraisal Institute and International Right of Way (IRWA), the American Bar Association’s Continuing Legal Education (CLE) and the American Law Institute/American Bar Association’s (ALI-ABA) education seminars, and Lorman Education Services.
He has held a number of chapter offices in IRWA, including Chapter 42 President, and was a member of the chapter's Board of Directors and was an International Board Member. He has also been active in committees with the Northern California chapter of the Appraisal Institute, including the Admissions Committee (peer review). A member of the International Right of Way Association (IRWA), he also holds the "Certified General" license in the State of California (No AG003413).
Mr. Carney's educational background includes B.A. degrees and numerous classes in real estate and appraisal, and finance and investments. He graduated with honors from the University of Southern California with degrees in Economics and International Relations. His investment and finance experience includes three years as an investment advisor with Smith Barney, a New York Stock Exchange securities brokerage firm.
He has testified as an expert witness on real estate matters on many occasions, including in state and federal courts.
